"Rogue Waters" is a pirate-themed tactical rogue-lite with turn-based battles, ship encounters, and a story of revenge. The player takes the role of Captain Cutter, a pirate caught in a dangerous struggle for power, treasure, and old secrets. Each run sends the ship through changing encounters on the way toward Captain Blackbone, with new risks and choices along the route.

The game mixes naval combat with boarding fights. Encounters can begin at sea, where cannons and ship artillery are used to damage enemy modules and create an advantage before the crew enters close combat. Once the boarding phase starts, positioning becomes important: crew members can push enemies into hazards, use one-time weapons, swing with ropes, and rely on their own abilities to control the deck.

Between runs, the Pirate Cave works as a hub for upgrades and preparation. The crew can be recruited from six unique classes, trained after battles, and improved over time. Some damage carries over, so injured pirates may need time to recover while others take their place. The game also includes mythical sea creatures that can be freed, trusted, and summoned during battle.
